DWR Bulletin 118 basin 9-15, the San Diego River Valley Groundwater Basin, is alluvium deposited by the San Diego River and its tributaries. DWR surrounds it with the Eocene Poway Group, Cretaceous crystalline rock, and Santiago Peak volcanic rocks. Quaternary alluvium is the principal water-bearing unit. The most productive parts are well-sorted sands in buried river channels and a coarse gravel near the base of the aquifer. Alluvium thickness exceeds 200 feet near Lakeside and is typically about 70 feet. In the more productive parts, DWR says wells yield up to 2,000 gallons per minute. That figure is for the productive alluvium, not a backyard bedrock well. El Capitan Dam (1935) and San Vicente Dam (1943) changed recharge. DWR says present recharge includes dam releases and underflow past the dams.
DWR's sentence about basal gravel being thickest adjacent to Moreno Valley is about the river valley in this basin, the same Moreno Valley name already listed in the neighborhood list on this page. It is not the City of Moreno Valley in Riverside County.
